No. The emulated video card in a vm has a maximum of 16.

Install the virtual machine additions in the guest to get 8mb. That is
sufficient for running Vista in a vm since the video adaptor only supports
2d graphics.

I am having only 4 on Windows Vista as Guest OS. How do I increase it to
16MB?

After you have installed 'Virtual Machine additions'
Shutdown the VM
Shutdown Virtual2007
then edit the vmc file
Insert 16 within the (marked HERE)
HERE
Then Save and start the VM You should now have 16mb
This works with
Virtual PC 2007 Version 6.0.156.0 with Addons 13.803
